Telepathy isn’t so much a matter of mind-reading. There’s essentially ‘a channel’ on which mindchatter can be constantly heard. Various forms of proximity (including emotional proximity) modulate or amplify these constant transmissions. But a lot of it is noise, so another skill is required that ‘sifts’ the content and can assemble meaningful symmetries therein.
Of course, most people will never discover the existence of these matters for relatively simple reasons: once you begin to believe in the power of formal language, once you begin to speak and listen to sound… you will no longer be likely to discover what lies hidden in silence… which is, after all, that very state that elicits sound in the first place.
